Happy Holidays,
Hopefully, all residents will get an opportunity to spend some family time together during this festive season as 2025 winds down and the calendar flips to 2026. All of us on the HOA Board wish everyone a joyous and safe Christmas Season, and a very Happy New Year!
As always, the community looks outstanding with all the wonderful Yuletide lights and decorations, so kudos to everyone who took the time to decorate their homes and properties.

Garbage & Recycling
Business as usual.
Normal Monday garbage pick-up and recycling the next day, Tuesday, will occur throughout the holiday season. Please remember, garbage and recycling must fit in the bin. Additional bags or refuse not in the bins will not be picked up.
November AGM
A sincere thank you to all the residents who braved frigid temperatures to participate in our November 26th Lakes of Muirfield Homeowners’ Annual General Meeting. Your attendance and thoughtful questions, supportive comments and helpful suggestions were very much appreciated.
Due to the low turn out, no doubt a result of the cold night, late November date, and (we can only surmise) awesome job the HOA is doing, we will provide a brief summary of what was discussed for those of you who could not make it.
One resident very kindly stepped forward to re-join the Board this year. Gerald Frebowski, a hard-working member of the Board from 2020 to 2022, joins returnee members, Peter Breadmore, Cam Deluca, Dave Hergenhein, Marian Holmes, Scott Kolewaski, Colin Lockert, Tom Morse, Trish Staver and Ron Wolfram for the next term. That leaves three positions available, and we really need the help, so if you want to contribute your voice and experience to our wonderful community, please email .
Don’t have the time to join the Board, but want to help? We need volunteers for a special project to update and consolidate our resident data base. Anyone that knows their way around a spreadsheet would be most welcome. If you can spare a few hours of your time, please email us!
We’ve already had our first meeting and elected the Executive and assigned sub-committee Chairs. Tom Morse returns as President, Dave Hergenhein is once more our Treasurer, former Secretary Marian Holmes remains on the Executive, now in the role of Vice President, and Cam Deluca has accepted the duties of Secretary.

The Board wishes to thank Mike Hiebert, former Secretary and long-time Chair of the Contracts committee. Due to family and work commitments, Mike decided to resign at the end of the 2024-25 term, and he will be sorely missed. Mike was instrumental in our successful campaign to terminate the Bare Land Condo Corporations in 2021 and 22 and has worked diligently to keep service costs affordable since he joined in 2020.
Other AGM Highlights
Our recently re-elected Division 5 Councillor and now Wheatland County Reeve Scott Klassen started us off with a short presentation followed by a Q & A. Mr. Klassen reviewed the work County Operation Crews and Contractors performed in 2025 and plans for 2026 and 27. Next year more timely grass cutting, tree planting and landscaping is scheduled for green space on the east side of the Crescent north of the W.I.D., around the water treatment plant and reservoirs and beside the north gate. Completion of the roads re-surface on the balance of the Crescent and St. Andrews and Kautz Closes is budgeted for 2027.
The search for a suitable alternative wastewater solution is still ongoing, and the County reaffirmed their commitment to support our Greenspace & Recreation Vision at the Lyalta Community Centre grounds.
Financials are healthy, though we have work to do with Receivables. Please check TownSQ for the latest monthly report and/or auditors report for more information.
Our Community Improvements/Events had a successful 2025 and plans to repeat our annual Community clean-up day and support for the Muirfield Lakes Golf Course Stampede BBQ in 2026. The gates have been reinstalled as non-functional décor after a powder coat facelift and have been decorated for the Christmas season. We are working with the County and Muirfield Lakes Golf Course on expanding the improvements to grassed areas and tree care to enhance the entry drive along the Boulevard.
Bylaws and Architectural Controls had a busy but fruitful year and wishes to thank all those who provided cooperation, support, submitted their Arc Reno Request Forms in a timely manner and helped to keep Lakes of Muirfield the visually striking and safe community we have all grown to love and appreciate.
We are working very closely with County Bylaws and Peace Officers to address those issues that fall outside our Arc Control purview, (as in less than considerate builders/lot owners) but resident diligence remains our greatest tool. So please, keep those emails to our email address or Katelyn at C-Era coming.
Communications had one important message. Use our website! www.lakesofmuirfieldcommunity.com is the source for so many answers to the questions we see asked by folks on Facebook. Don’t see an answer to your question on the website? A quick email to is usually answered same day or within a few hours.
While there are a lot of helpful responses on FB, important contact info is all in one place on the community website, and each of the vendors/service providers posted have been vetted and suggested by your neighbors. Of course, if you are reading this, you probably already know, so please share with a neighbor.
Contracts Committee re-signed BluPlanet and C-Era and negotiated a very reasonable maintenance agreement with Jug Studio to keep our website safe and updated on a monthly basis. New contracts with Green Drop and Kowski landscaping highlight 2026. They will have their work cut out for them on behalf of the Amenities & Recreation Committee requirements but look forward to that task in 2026-27 as well.
The Lyalta Community Club experienced increased bookings that were instrumental in helping to pay off their debt seven years early. Every Muirfield resident is a member. The annual dues are paid out of your HOA fees. Member benefits include hall rental discounts, free admission to LCC sponsored events, and as our amenities expand, free access during non-booked time. The off-leash dog park is open for our four-legged friends and improvements like safe entrance landings and park benches are almost complete. Volunteers to help out the LCC Board are needed. Grant Requests reported a very appreciated award of $35,000 from the Wheatland County Community Enhancement Fund to build our sport court equipment garage and hopes to hear good news on this year’s Provincial Grant submission in January. We are already looking for new grants to pursue in 2026.
The Amenities & Recreation Committee were frustrated fall plans to get started on County in-kind work on the new expanded parking lot, driveway and soccer field, and construction of the all-season sport court pad and equipment storage garage on the LCC grounds were delayed due to missed deadlines by the Design Consultant. We have parted ways with that company and are taking alternate steps to have permits and quotes in place so work may commence when the ground thaws in April.
Elections were unnecessary. As mentioned, the HOA Board has room for up to a maximum of 13 directors. Since nine incumbents were willing to stand for another term, one more new person stepped forward to join them, and no one else volunteered, it made an election a moot point, so all ten directors were unanimously acclaimed.
The floor then opened for what turned out to be a brief but informative question period. We adjourned at 8:37.
Lakes of Muirfield Developer Update – The Search Resumes.
In April of 2025, Wheatland County accepted an offer to purchase from Chapel Rock Developments to buy the undeveloped property within the Lakes of Muirfield development. This included the two parcels Cell 7 (the approximately 4.5 acres that includes the Presentation Centre located at the south corner of the Blvd and RR264) and Cell 8 (approximately 8 acres to the north across from Cell 7, between the Blvd and the W.I.D. from RR264 west to the future Crescent) 106 subdivided and titled lots lacking paved roads and shallow ground services at the end of the paved section of the Blvd south of the W.I.D. (commonly referred to as Phase 2c) and (Phase 3) the open fields with roughed in roads and deep ground services north of the W.I.D. and adjacent to holes three to seven of Muirfield Lakes Golf Club.
At the AGM, Wheatland County Councillor and Reeve, Scott Klassen confirmed Chapel Rock Developments were unable to fulfill the conditions of their offer to purchase by the mid-November deadline date and the undeveloped properties in the Lakes of Muirfield are back on the market. An updated RFP process will be posted in the New Year.
Golf Course Winter Etiquette Reminder
Once more MLGC owners (and neighbors) Dave and Carley Whitell have invited those out for a stroll access to the golf course during the snow-covered months. Please keep in mind this is a privilege not a right, and they do ask you treat golf course property with respect and follow the simple rules.
Anyone using the grounds do so at their own risk. Ponds are not skating rinks, and completely off-limits to walk on, as well as all greens and bunkers/sand traps. Dogs should be leashed, kept away from off-limit areas as well, and leashed or not, clean up after your animal, please. Thank you for your kind attention.

Where do I obtain a copy of the bylaws?
The Lakes of Muirfield is under the authority of Wheatland County bylaws. They may be found here. For regulations outside the purview of Wheatland County, our Architectural Controls are in place and may be downloaded here.
HISTORY
Nearly two decades have passed since the approved Entitlement Process allowed for the phased development of more than 700 residences, a resort style golf course, and a small commercial component, north of the existing hamlet of Lyalta in 2005. In that time, the Lakes of Muirfield has faced more than it’s share of challenges, but we can now boast a vibrant, growing, and beautiful community that was well worth it. Want to learn more? Existing Homes
Once a home is built and occupied, our Architectural Controls provide general guidelines for landscaping (to be completed, depending on seasonality, within six to twelve months of occupancy) and adequate property upkeep. All exterior new or renovation projects must be approved prior to start by submitting the Architectural Renovation Request Form to the HOA. Download here. No approvals are required for interior work.
